Q: Unable to quit Photo on Macbook Air
I have been having trouble quitting Photo for the past few days. And since it can't be stop, Photo interrupts "shut down"/ "log out" or "switch user". I think this happened after I connected my Iphone to the Macbook for the first time. Does anyone know how to fix this?

force quit

shut down and remove all external devices
then reboot into safe mode
Try safe mode if your Mac doesn't finish starting up - Apple Support
Open photos
connect your phone
establish connectivity between the devices then quit out of Photos
if you are able to do this it could be a conflict with another device or software
reboot normally and try again.
If not you can create a new account with administrative rights and boot into that account to test.
failing that you should consider updating your OS, Photos.app, and your iOS
