No. iCloud storage is strictly a one Apple ID only affair.
$$$$ is why, I'm sure.
Perhaps it is $$$, but I could also foresee technical problems as well. Such as (inadvertently) trying to restore your device from someone else's backup. Maybe that's not the best example, but I hope you get my drift. What is it you would want to share that you can't do with Family Sharing:
I want each member of my family to be able to use iCloud Photo Sharing or be able to back up their phones to the cloud but since they have exceeded the 5GB space given to everyone then they can't unless they buy (I buy) iCloud space for each of them. Yet I have 200 GB of iCoud space I bought and have used about 100 GB of it. I want to share the remainder with Family without more cost. I may be willing to upgrade to a Family Plan if it had this capability.
I figured it was something like that. In my opinion, that is not an unreasonable request. Consider submitting this request to Apple:
