Why is there not a feature added from all the endless IOS updates to just add a transfer photo feature. Without having to download another app or program just to transfer a photo. You would think engineering would think of this. Apple is supposed to be user friendly but at each update its getting to the point of being useless.

What exactly do you mean by "transfer"? Perhaps if you explained your specific issue, someone could help. I know that, to transfer pictures from my iPhone to my Mac, I simply plug my phone into my computer using the supplied cable and, Photos launches and my pictures transfer. If I want to transfer a single picture to someone with an iPhone, I use Airdrop. For people with Androids, I generally use MMS. I'm also a big fan of Google Pictures for back up purposes. Downloading a single apps doesn't seem like a big deal.
If you're using an Apple desktop or laptop you don't need any special software to get photos off your devices.
Simply connect your phone to the laptop or iMac and open the Image Capture app.
Select your connected device and all your photos are there.
Select all or just a few and then scroll to the bottom.
Down here you will see a selection of options where you can save them to or create a new location in the "Import to:" dropdown.
Now on the right side you select Import All if you DO NOT want only specific ones (and you don't have to select any if you use this option, it automatically takes them all). OR you can click "Import" and take only the SPECIFIC images you selected.
These will go to your selected folder.
You can also delete images from your phone this way.
You can import your videos to a specific location this way.
This allows you to have much greater flexibility with your images where you can choose which program you wish to edit or share them with.

Transfer photo to what exactly? I've been transferring photos taken with my iPad to my PC computer just fine without needing to download any app.
In a simple dictionary explaination the word "Transfer" means to move something from one place to another by various means. Like lets say an "Iphone to a computer".
In this case to a windows computer using Itunes etc. In my business world when I pay for a product and sign a license agreement I expect this product to perform to my needs.

Perhaps I should have been more specific: What do you want to transfer your picture to? Is this a bulk transfer or a single picture? The answer changes depending on the desired outcome.
If you're using a Windows computer, you don't need any additional software at all. Plug in your iPhone and drag the pictures to wherever you'd like them on your computer. Windows users generally seem to think this is a great way to do things. Or, you can use iTunes to sync your photos.

That's easy, plug it in to PC, launch Windows Explorer, open the device and folder, look for the photos you want to copy (or transfer), select, drag/drop them to your PC. Done.
