Q: I need some help with reformat, BADLY!

SO, FileVault screwed my Macbook Pro up, to the maxxx. Last year about this time it was working great. I am now taking a break from school. I am about ready to start back up, so 2 months ago I reformatted the computer (it was running pretty slow). I re installed Yosemite. Now, naturally, I wanted to update to El Capitan. The computer tells me I need to enable FileVault for this. So I look up how to do it and start the process. IT said it would take awhile, so I leave it plugged in to the outlet and give it a few days. When I come back a few days later I notice it is still running but it no longer gives an estimate. It says "Estimating Time remaining" forever. I decided to ignore it and let it run its course. I told my admissions counselor to give me a while to get my computer situated and I would call back.
I Come back a month later, and try to use the computer to help my girlfriend apply for jobs. It's running like crap. Reboot. still running horribly. I start looking up reasons why this could happen, and try some things. A few days later I try Acticity Tracker. And I find the culprit. Com.apple.securittprivacy or something very similar to that was taking up 30-50% of my CPU consistently. Remembering this is where FileVault is I open it up and wow, it is still stuck.
I start to research fixes. I try everything online. I repaired the disk so many times in Recovery mode and reboot the computer. Tried everything I could find. I tried to click "Decrypt" on the disk in recovery mode. Open it back up and now it says "Decrypting" and it still is stuck. Feeling pretty screwed I start to look at my last option.
Reformatting again. Which I don't mind doing at all as I just did it two months ago no issue, but I was hoping it would not come to this. I pull up a tutorial for people having this issue who reformat. I reformatted the computer without erasing the disk. It went smoothly. logged in and.... beachballing. Checked FileVault. Still stuck. im pretty angry at this point. Im ready to wipe the disk And reformat. I can't open Time Machine because of the beach balling issue, so I am feeling anxiety about doing this but I am out of options. I erase the disk, and start to reformat. It's going smoothly. I get through Downloading Additional Components. The computer restarts. Once it stars installing it says "File a system verify or repair failed" or something along those lines. I restart, and run Disk Utility. Repair works just fine. I try to install again, same error. I look up other ways to Reformat.
I open in Internet Recovery Mode. I decide that installing Lion would not be a bad idea, with the issues I'm having with Yosemite. I try over and over and over and all I get is the message "This is not available right now, try again later"
I feel really screwed at this point. I NEED a this computer for school. Im going for Graphic Design and a decent computer is a must. I can't afford a new one, I'm on disability and this computer was donated to me. My freedom from this disability holding me back from making enough money to really live is Graphic Design. Where I can sit in an office and work. I feel like I might never reach this goal now. I don't see how I can get a new computer, so if anybody at all knows any way I can fix this I would be forever grateful.
I never needed FileVault. I use the computer for school, and research. I dont care if the government monitors my computer, and the only other people who use my computer are family who I trust. I really hate that this screwed my computer up. It was doing just fine before this!!!
