Can't find "photo library upgrader" app in app store. Need to transfer photos from old iPhoto to new photo app in el capitan but app store says not available in USA?

The iPhoto Library Upgrader is only necessary, if your iPhoto Library has last been opened by iPhoto 7.1.2 or an even older iPhoto version. Then it needs preparing.
