Airport Express Not Resetting

My parents are having an issue with their Airport Express (latest gen, bought back in 2014). We had a storm yesterday and their internet dropped out. I went to try and reset their router but it won't reset at all. The status light just stays orange/amber and when I try to do any kind of reset (soft, hard, factory) it just stays orange/amber and never blinks like it should when it is resetting.

Is this thing toast?

Wouldn't be the end of the world as they were asking me how to get a better signal out in the yard and told them they probably needed a bigger router. Nature may have forced that issue.

Decided to put off buying AppleCare for my mac until it was too late, so no applecare for me. Trying to fiddle with it some more but to no avail. Sad part is that I knew my parents were thinking about upgrading anyway so I was going to take the airport express to my house to use as an extender for my Time Capsule. So now do I get a refurbished one for $50 or is there another router that anyone recommends in that price range (off-topic I know).

If your goal is to extend the TC with another wireless router using an wireless connection between them, then you will need to use another Apple base station to do so. Ideally, it would be an AirPort Extreme as it will perform much better at doing so than the Express. If cost is an issue, I would suggest saving up until you have enough to buy a new unit.
