Pics in shared albums no longer showing for others
why are the pics I post in the shared albums no longer showing up on the phones of the people I've shared the album with?

I understand that some of the people you have shared an album with are no longer able to see them. Take a look at the following article on Photo Sharing: iCloud Photo Sharing
I would suggest removing the subscriber (see how at the bottom of the article) and then re-add them.
