So - I have to draw the conclusion that the issue lies with the installed version of 10.12 people are using or an issue with the Aperture database
Your conclusion is mistaken because many have reported the issue running the same (current) version of macOS. What's missing from your sample is any computer released before 2010. I have a late 2009 iMac and am experiencing these issues on it while running any version of Sierra.

You are correct!
Unfortunately I can only test machines I have access to and which will run macOS 10.12
I will continue to test and try to introduce the problem on my test library.

As there is only one (as far as I am aware) version of Sierra - what versions of Sierra have you used?

I was referring to the beta and final release versions. The Aperture bugs are evident on all of them.

If machines after 2010 work better than before 2010 that would make me think of a video driver problem with Sierra. The good news is that those kinds of bugs are not app specific and they tend to get fixed in later versions of a major OS update.
If I had updated to Sierra and was having problems I'd try running Apple's hardware test on my Mac, rebuilding the Aperture Library, rebuild JPEG previews and thumbnails, create a new empty Library, test that, them import the old Library into it, backup to a fresh Vault and then create a new Library from that Vault, run Aperture as a new user (so eliminate existing prefs), and perhaps try "Reprocess Original" to change to most current RAW processing.
Also, create an external (clean install) Sierra boot drive, install Aperture, and copy Library over to that for testing.
I don't plan to update to Sierra until spring 2017 at the earliest. If I do upgrade I'll do something like this:
1. Do multiple backups of Aperture.
2. Experiment first with a near-empty Library.
3. Be ready to try all the things listed above.
Thanks again for all the research you have done. I'm more optimistic about Sierra than I was a few months ago.

If this were the case, wouldn't we be seeing similar issues across other apps? To me this seems more like the sort of thing that happens when Apple deprecates a particular OS function that some apps depend on, and an app developer fails to update their code accordingly. In this case, the app developer would be Apple themselves since Aperture is no longer actively supported.

Oct 10, 2016 6:55 PM in response to Nikontravelerby Vincent Nall,To all, glad to see I am not the only Aperture fan out here. I have tried Photos and Lightroom, and I strongly prefer Aperture. I hope there is some way we can get past this.
Presently on my 27" iMac 17 mid 2011, I am copying my Aperture file from the computer's HD (file is 1.47 TB) and I am on my 2nd day of getting this done and then I will rename the file and give it a try. If it doesn't work, I will start a new file and load about 1,000 new photos and see how that works.
My graphics is: AMD Radeon HD 6970M 2048 MB. I hope this Aperture issue is a problem 10.13 can resolve, if my currents efforts don't work, because I don't have room for 2 computers and a monitor on my desk.
I like the idea of reporting the issue to Apple. We need to get their attention. Where is Steve when you really need him.
Computers are becoming more like politics. This is not one perfect one, and Apple & Windows both have their flaws but at least I think one is better than the other and that's the way I'm voting.

Oct 10, 2016 7:03 PM in response to Vincent Nallby e2photo,I was like you...Aperture forever... But I saw the writing on the wall and about a year ago decided I need to migrate to Capture One Pro 9 or Lightroom or something else. Eventually Aperture will no longer work.. tis just a matter of time.
What I found after going through the pain of learning new software was that Lightroom is actually a much better program than Aperture, in so many ways. I am not a lover of Adobe and I resisted for a long time, but I must honestly say that once I have learned Lightroom, I really prefer it over Aperture.
Just a thought for those clinging to Aperture....tis dead... time to move on...

I strongly disagree.
Lightroom has modestly better editing/post-processing capabilities than Aperture. That's it. But it suckss as a digital asset manager, and offers no integration with the Apple ecosystem.
There is no way for a Lightroom "Catalog" to coexist with iCloud Photo Library, and you will lose the seamless integration with native macOS applications including Final Cut Pro and the iWork apps. Adobe provides no extensions to use Lightroom as an external editor for Photos. The only way to have a unified photo library with Aperture that includes your iPhone photos is by abandoning iCloud Photo Library and switching to Adobe's competing product. And like other Adobe apps, Aperture offers a crude, non-native Apple user interface that feels like you're using a web app.
Adobe is actively competing against Apple's cloud services and similar to the practices of Microsoft back in the day, they are abusing their market power to strong arm Apple customers into switching to their own cloud service.
