Q: iPhone 6 (iOS 9.3.5) repeated uploading photos already in iCloud

Hi everyone,

I've been using iCloud to upload and store my photos for over a year with no problems, but starting from two weeks ago, my iPhone 6 has been attempting to upload the same photos over and over again. The upload would finish, and the photos would be in iCloud (I can see and download them on my PC), but then out of nowhere the iPhone would just randomly start uploading all the photos in my iPhone to iCloud again. I tried turning off iCloud for Photos and turning it back on again, but all that did was removing the optimized (blurred, small-size) photos (~2200 of them) from my iphone and leaving only the originals that haven't been removed from my phone (~400 of them).

I'd like to get the optimized versions of all the iCloud photos back to my iPhone, and stop this non-stopping upload frenzy of my iPhone. Any suggestions?
