    Are you referring to Verizon's installment plan or the Apple iPhone Upgrade Program? If Verizon, that is something you would have to ask them, but I've not read in the past allowing for the pre-order of that many devices at one time. There have been limits. If you are asking about the iPhone Upgrade Program, then you need to do as Carolyn has advised, contact Apple direct.
