Does the emergency app work on both series 1 and 2

Does the emergency app work on both series 1 and 2? Also do i need to have my iPhone with me? I'm disabled and use a power wheelchair and would like to know this to give my family some peace of mind when I go out alone. Also is there a way to have it call or text somebody without contacting emergency services? Thank You
