how to sync a device to apple id? i mean how do you set up an apple id on your device thru the website. is their any way where i can just put the IMEI of the device to the site when you log on to your apple id?

You just log into iCloud in the device...you can only sync with iTunes (Apple ID is only involved in purchases) or iCloud.
Click on the grey SETTINGS icon. Select iCLOUD. You'll be prompted to log in...use your Apple ID and password.
Same thing with settings > FaceTime, settings > iMessage, etc.
That is logging, not syncing, it syncs automatically...
