Q: activation lock
hi im stuck on activation lock on my iphone and ive tried the apple id and password and all it keeps saying is cannot be used to unlock this iphone it used to be my sisters phone and she gave it to me when she got a new one so shes tried her apple id and password and it says the same for her aswell

You are describing Activation Lock, which is intended to prevent unauthorised use of the iPhone if it is lost or stolen.
This can be disabled by the person who enabled it either entering their Apple ID and password on the device or by them removing the iPhone from their devices list in Find My iPhone via iCloud.com.
As your sister is the original owner and the one who enabled Activation Lock, if she has forgotten the Apple ID and/or password information that was used on the iPhone:
If she cannot recover this information, but still has her proof of purchase as the original owner of the iPhone, ask her to accompany you and the device to a Genius Bar appointment, where Apple may be able to assist in removing the lock.
If you cannot arrange for either of these steps to be taken, then you will be unable to use the iPhone. There is no way around this security feature.
