I tried to preorder iphone 7 but couldn't find sim free selection. Can't even chat with apple online because they are too busy. Anyone knows what is going on?

There has never been a sim free option on pre-order. Apple never makes the sim free option available until later.
If you need a sim free option you'll need to wait.
Otherwise buying the iPhone for any carrier full price will mean it is unlocked, so you can remove the carrier sim, and place your own inside instead.
I would get the T-Mobile version.
My carrier is ATT. My son wants to get the new phone but after trying to order ATT version, it says it would send to my home address which is in a different state from his. I don't know if I order T-Mobile they will ask for my carrier info. if they would send to a different address rather than my home address and if my son can simply switch the sim card and use the phone through ATT network.
The shipping address has nothing to do with the carrier.
You can specify the shipping address in the checkout portion if you need it to be sent somewhere else besides your house.
If you choose T-Mobile, it works the same way.
All you would need to to is replace the sim card inside once it arrives.
Make sure you select the full Price option when buying the iPhone to get the unlocked version.

Yes.
The T-Mobile and AT&T versions do not have CDMA bands for support in China.
Get the Sprint/Verizon versions.
Apple does not offer SIM-Free options for pre-order. This would allow one person to buy as many phones as they want. Apple wants to get their devices into as many peoples hands as possible to become their new daily drivers. This prevents people from mass purchasing the phone upon release so lots of people can get their hands on the devices early on.
If you do not have a cell phone with one of the major carriers they will offer a SIM-Free option soon. Based on previous iPhone releases and when their SIM-Free options became available I would guess that the SIM-Free option will be available sometime later this week.
If you were to get one of the phones from the current carriers I would suggest Verizon and Sprint. Those two models support CDMA which you need to use the phone in China or on the Sprint/Verizon network.
