Basically I am wondering what apps if any have moving wallpapers that will always move without having to hold on the screen to make them animate. Holding on the screen to make a wallpaper animate kind of defeats the purpose of have a live/moving wall paper.

Settings > Wallpaper > Choose a New Wallpaper > select "Dynamic" wallpapers, not "Live" ones.

These are basic and thus why I'm asking if there are apps out that i can save wallpapers that will move without holding the screen if you know any?
Apple did not make it possible to save dynamic wallpapers to iOS devices, so no apps that can do what you want exist. You can provide feedback at http://www.apple.com/feedback/ if you wish. I love creating my own wallpapers for my phone and I'm also a developer, so I would gladly create that kind of app if it were possible...
Yes, it's one of the things I do wish Apple would open up — currently you can't create any dynamic wallpapers — and only have some dated/limited examples in your system preferences. There are apps out there that add wallpapers over your system ones, but I generally find these buggy and not that great. As others suggested, I'd give Apple feedback that you would enjoy these.
