I turned on Icloud back up and moved everything to the cloud. I purchased new iphone 6s. All my contacts were moved back to my phone, but not the photos. I also have started the i cloud drive on my computer, but the old photos from the cloud did not transfer to my home computer. The are stuck in the cloud.

Try toggling iCloud Photo Library on/off to see if you can get it to upload to iCloud.

You won't find your photos in iCloud Drive. How are you trying to access the photos on your computer, i.e. via Photos in the dock (on Apple devices), or via iCloud.com?
