ipad air 2 terrible lagging with Safari

My Ipad air 2 lagging so terrible while I am browsing with Safari, that actually I cannot do my works. I heard content blocker can cause the issue, but I've already disabled it and the problem still exist. But even with content blocker should work as every other device and browser do.

So here is my problem visually;

Can I expect any solution for this problem? By the way I'm running the latest ios 9.3.5 firmware and the problem already existed with previous firmwares. Maybe way back using IOS 8.X worked normally.

Having over 20 apps running in the background is a bit much and bordering on ridiculous.

You can't even run nearly that many apps on a full blown computer with 16 GBs to 32 GBs of RAM.

You're current iPad only has 2 GBs of RAM.

I had an older 2003 PowerMac that maxed out at 2 GBs of RAM and no way could you run 20+ plus apps on that computer.

Just because you have a more powerful mobile device in 2016 doesn't mean that you can tax its resources like you have been doing.

You could try leaving only half that many apps running in the background and see if Safari still functions fine.

Why do you think you need to have 20+ apps ready to go at a moments notice all of the time?

You don't.

Launch the apps you need when you need them.

Keep the apps you use MOST OFTEN up and running in the Background Switcher, get rid of any other apps you do not use very often and relaunch these apps only when you need them.

Keep your background running apps to 10 apps or less for best performance out of your iDevice

Good Luck!
