2. Turn off My Photo Stream and/or iCloud Photo Library.
3. Browse thru the Photos user guide; you should not be managing images directly (unless you're not planning on using Photos).

Photos for MacIf yu are going to use Photos for Mac ( I recommend it) then you have to revise your thinking - Photos is a totally new Paradigm where you manage photos rather than files as you probably are used to doing on the PC
Photos does have a learning curve and the "virtual" photos management Paradigm also has a leaning curve - it is worth taking the time to learn them - with Photos every thing is imported into a SQLite database and nothing is every changed until you export the photos for use elsewhere - the original is copies bit for bit to the database and all edits are recorded in the database and applied as you view photos or use them elsewhere do there is no loss form multiple recompressions like there is in a file based management system - and for organizing again everything is kept in the database as opposed to making copies and putting them in folders - albums (which organize photos) and folders (which organize other folders and/or albums) do not contain physical copies of the photos but are database entries so a photo can be in one or one hundred albums and take no additional storage
and there are user generated scripts to help in some things like importing folders of photos and making albums of them - Import Folders of Image Files into Library as Albums -- Old Toad has compiled some of these into applications - http://www.oldtoadstutorials.net/No.P01.html
And remember that you never directly access your photos - you always use the Photos application or the media browser since your library and its organization is virtual
