The blinking power light, especially in groups of 3, is an indication that there is not enough RAM that is working to start up.
The memory DIMMs are Not installed in pairs. Each groups of 4 slots on the mainboard at the bottom of the chassis is semi-independent. It should boot with as few as one DIMM, possibly one DIMM on each side.
