Only Apple knows why.
The 6th gen iPod Touch is the closest an iPod Touch has ever come to matching the specs of its full iPhone brethren.
No other iPod Touch model has the needed and newest hardware that the current iPod Touch 6th gen models have to handle iOS 10.

Sep 9, 2016 5:40 PM in response to mikreg14by Skydiver119,The 6 has a better processor than the 5, so likely the 5 simply doesn't have the 'oomph' to run 10.
From someone that's had both, I know the game that crashed a lot on the 5 doesn't on the 6.
Given the number of devices that aren't eligible for 10, I bet there is a minimum processor requirement for the OS
