Hi,
I'm unable to toggle on iCloud Drive in System Preferences > iCloud. See screenshot below, it's inactive and cannot be clicked. I have signed out, restarted, signed back in with no luck. I am unsure when this started.
I am able to access + use iCloud drive on my iPhone and iPad just fine.

Just to confirm, you said you completely signed out of iCloud and also restarted the device, correct?
Is the local iCloud Drive folder present and accessible?

In Finder you need to hold down the option key to access the Library folder.
Correct. I did it again this morning to be diligent: System Preferences > iCloud > Sign Out
Followed all the prompts about keeping/deleting data
Restarted computer
Signed back in
Still disabled

Yes, I can see Mobile Documents. There a number of items in there from apps from before iCloud stopped working on my mac.

I did a little digging into the console and see that when launching the iCloud preferences pane this is logged.

This is certainly a strange phenomenon, and perhaps beyond my area of expertise and knowledge, therefore all I can suggest at this point, would be for you to consider reaching out to Apple Support to assist with the matter further (link at the bottom of the page).
Long shot probably, but try booting into the Safe Mode to see if you can change it.
