On your Mac make sure Photos is selected in System Preferences > iCloud.

You posted in the iPhoto for Mac forum? If you have iPhoto then the only way is using Safari and downloading from iCLoud

What version of the OS and of Photos software do you have?

Which iCloud service are you using for your photos?  Are the photos in iCloud Photo Library, in My Photo Stream, or in shared albums?

To download photos from iCloud Photo Library you can use the web interface at www.icloud.com, but that will only allow you to download the edited versions and not the original image files, if the photos have been edited.

To open the iCloud Photo Library as a full library, use the Photos for Mac application, if you are running a Mac with OS X 10.10.3 or newer and enable iCloud Photo Library in the Photos > Preferences > iCloud.

But enabling iCloud Photo Library on your Mac will download the complete library to the Mac, not only selected photos.
