Recently I have purchased a new iPhone 7 and have been told that I must wait up to 3 weeks for it to be shipped. When I ordered it said that I would get it on the 16th, but because they sold out I now have to wait. Since I was so close to getting it on the 16th, would I be put at the front of the cue for the next batch, and could I possibly get it any earlier than the specified date?

who did you purchase it thru? The apple store? If so then you will definitely be put in a cue for lack of better words for the next batch that comes in.
And yes it could come early based on shipping and availability

Even though it says delivers between 29/9 to the 4/10, is this just an estimate and could I still get it earlier
No-one here can tell you, but it is possible that it will arrive early, equally it is possible that it won't.
A small English note. You do not want to be put in a cue. That would be very painful. You do want to be put in a queue.
