Q: my apple doesn't exist but when i try to create email it said it does exist and when try to click forgotten my password it said it doesnt exist

so when i try create a apple id it said my apple id exist but when i try to click forgot password it said my apple id doesn't exist. what should i do?

iPhone 5c, iOS 9.3.5
