Q: Help to move photos to iCloud please
I have had a couple of attempts at buying 50GB of iCloud storage to help me move photos from my Mac HDD to Instagram via my iPad or iPhone but I seem to be stuck.
i want to select small batches at a time, but I have a feeling it is trying to transfer all of my photos and just hangs.
where am I going wrong?

How are you trying to transfer photos from the Mac to the iPad?
If you are using iCloud Photo Library (enabled both on the iPad and the Mac), your mac will upload the complete Photos Library to iCloud. It is not selective.
If you want to upload only selected albums to Cloud, you could create a separate Photos Library on your Mac, containing only the photos and videos you want to upload to iCloud and to sync to your iPad. How large is your Photos Library? The upload of a large library will take a long time. My Library with more than 40000 photos needed more than a week to upload, and I am having a fast internet. The upload may also hang, if the library is larger than will fit into iCloud. then iCloud will hang, until you purchase more iCloud storage or delete photos to free storage.
If the upload seems to be stuck, Photos might also be busy converting the videos in the library for uploading. That can tae many hours without any visible progress. Or your library may contain corrupted photos that cannot be processed.
