Thank you for using the Apple Support Communities. I know having an issue with two-step verification is not what you expect. If I understand correctly, you are unable to verify your SMS capable phone, as stated in the article you provided. There are some requirements, like you can't use landline or web-based (VOIP) phone services for two-step verification, and not all carriers support two-step verification SMS, as this article shows which carriers are eligible:

Sep 12, 2016 5:44 AM in response to Allen Aby r0be1,Thank you for your prompt reply, but that's not what's happening, i can see Ethiopia on the list of supported carriers About two-step verification and SMS - Apple Support but when i try to add a trusted phone number, after logging on to my apple id account page Ethiopia or the +251 country code is not on the list. i hope i have make the problem clear. its not that i am using a land line or a VOip number it's just that the list doesn't correlate to the link above.

Sep 12, 2016 7:27 AM in response to r0be1by norm123,Thanks for that follow up! Are you using Ethio Telecom with your mobile phone, as that is the only carrier supported by two-step verification SMS. Also, I don't see any official carriers supported for iPhone in Ethiopia in this article:

Please let us know what carrier you're using with your mobile phone as that will narrow down your next steps.

Sep 12, 2016 7:43 AM in response to norm123by r0be1,There is only one service provider in Ethiopia which is Ethio Telecom as listed in the About two-step verification and SMS - Apple Support page, but i don't think you understand my question! what i am asking for is not for you to show me how to use two-step verification and i have no issues on how to access the system, what i am asking is please sign in to your account https://appleid.apple.com/account/home using your account and start the two-step verification process, you will see that Ethiopia is not on the list despite what the About two-step verification and SMS - Apple Support page says, so i think apple simply forgot to add Ethiopia to the country list!!

You can try and follow the get support link at iPhone - Official Apple Support and send your question to Apple support Africa for help.

Sep 12, 2016 8:23 AM in response to r0be1by jdo_apple,Great, that info really helps! Just to confirm, if you go to Apple ID account page and sign in with your Apple ID and password, you do not see the Two Step Verification section or Get Started?
If you're not seeing that option, you may need to contact AppleCare support, as they have more tools and resources for situations like your:

Sep 12, 2016 9:36 AM in response to Michael Blackby r0be1,Thank you for your reply, unfortunately i have tried that as well no one seems to listen and somehow apple updated its support tier to explicitly avoid keeping in touch with its customers, they want the community to handle every situation be it simple user support to something that they can only fix case and point this type of problems, i guess we don't matter.
