Q: Uploading Photos to all my devices
Apple say at iCloud Photo Library - Apple Support:
"
After taking a photo in one of my Apple devices..
Is the photo upload to all my other Apple devices ONLY after open Photos App ?
Or there is an automatic background activity to upload without photos ?
(All with the same Apple ID )

You are correct, i.e. it is uploaded when connected to WiFi in order to avoid high data usage, let's say, if it was not connected to WiFi.

One does not have to "open the Photos App". When connected to WiFi, it populates to all of your other devices providing 'Upload to My Photo Stream' is turned on on the device.
