Q: missing songs
how do you transfer an iTunes account from a broken computer to a new computer, currently 192 songs lost and iTunes says they are on the other iTunes account, why isn't apple smart enough to transfer all the songs to the new iTunes account, thought I bought a good product not an android
iPhone 6, Windows 10

If these 192 lost songs are shown with an exclamation mark when you try to play them, but should have come over with whatever method you used to recover the library from the old computer, see this recent post: Re: iTunes Can't find Music (All of a Sudden).
Alternatively if they are on one of your devices see Recover your iTunes library from your iPod or iOS device.
Ah, judging from your other thread - apple deleted 192 songs how do i get back or a refund from apple for deleting them - it is too late to take the second approach and the first one doesn't apply. Your remaining option is to extract the hard drive from the dead computer and put it it in an external enclosure in the hope that you can read the data from it.
For the future see Backup your iTunes for Windows library with SyncToy.
