It requires the Apple ID and password of the previous owner. If you don't have it and cannot get it, then the device is useless to you. Return it for a refund, if you can, or take it to an Apple store for an exchange provided they will help you.

Sep 10, 2016 2:25 PM in response to Menazarefby Kappy,There are only so many defaults here. Apple ID password, Lock Screen passcode, and Restrictions passcode. There is a password needed to log onto your Wi-Fi network. That's about it. So, unless you can be more explicit it will be difficult to answer your question.
I am assuming, of course, that your device is "activated" for your cellular network and the phone was not purchased used.
