Will iOS 10 sync with devices running iOS 9 and El Capitan?

I recall last year when the upgrade to iOS 9 made syncing with Yosemite in some apps impossible until an El Capitan upgrade. Problem is...both my iPad and Macbook Pro will be denied the latest OS upgrades. Are my Notes going to sync, etc.?

MacBook Pro, OS X El Capitan (10.11.6)
