Q: iCloud Photos showing excessive usage of storage

Product specs:

iOS 9.3.5 on iPhone 5S.


Problem:

My iCloud Photo Library says:

"You have 0 photos and 0 videos stored in iCloud. Your photos and videos are using 2.1 GB."

I have 0 photos in my 'Recently deleted' album.

I want to free up this 2.1 GB.

Failed troubleshooting steps taken:

I have tried to disable iCloud Photo Library, restart my phone and re-enable iCloud Photo Library from both 'iCloud storage' settings and 'Photos & Camera' settings. This did not fix the problem.


Extra information:

I have 'My Photo Stream' enabled and I use iCloud on Windows 10.

iPhone 5s, iOS 9.3.5, null

    I've experienced the same issue and did the 'Disable and Delete' option though I know it takes 30 days.  I've seen other folks, on these forums, mention that they've had results if/when they contacted Apple Support.
