I dropped my phone and the screen cracked and damaged the touched screen and it wont work. But for me to send it I have to know the serial number of my phone. Since the touch screen wont work i cant check it to see. How Do i send it for repair?

Contact Apple. They will explain your options. You can not just send it in for repair.

As you cannot locate the serial number, to contact Apple Support and arrange service, call your local telephone number here and quote the IMEI/MEID instead of the serial number:
