Q: My Apple ID isn't in compliance

OKay here goes ..

i wasn't able to creat an Apple ID through setting nor in the app store an error said " please contact Apple support " or something like that and then I decided to use the old Apple ID I had and put my mastercard in , on the process of trying to purchase an item in-game the same error popped up saying to contact with support so I contacted the support and my account was disabled and they said my account wasn't in "Complaince" with the itunes Store terms and conditions I dunno why could anybody please tell me a solution of how to fix the issues i have?
