I would like to know that will photos app and notes app sync between iOS 10 & os x el capitan?

MacBook Pro with Retina display, OS X El Capitan (10.11.2)

IOS 10 is not released so no one knows what it will be when it is released

With IOS 9 for syncing photos between IOS devices and Macs you use iCloud Photo Library -- http://www.apple.com/icloud/photos/

I have no idea about Notes
