Q: "Not Reachable" after upgrading to latest iOS 9.3.5

after upgrading my iphone 5S to latest iOS 9.3.5, I am unable to receive incoming calls as those who try to reach me get a message that my phone is not reachable. Can I restore the older version of iOS 9.3.4 to resolve this problem? Or is there any other way to resolve this issue? Please help.

iPhone 5s, iOS 9.3.5
