I want to change the Apple iCloud ID to a new one on an iPad I have given my daughter. We do not know the password of the old ID. She has an Apple ID for iTunes and Apple Store on the iPad and for iCloud on her iPod. How do I do this without knowing the password. I can not sign out.

You can't do it without knowing the password but you can get help with the password. See If you forgot your Apple ID password - Apple Support
If I'm understanding correctly, just sign out of the old AppleID and sign in using hers.
There is no way to transfer or merge AppleID's, so if you can't recover the old ID as FoxFifth suggest, all purchases made with it will be lost.
