How to delete pics on phone and keep on iCloud

When using iCloud Photo Library, your iCloud storage can work to free up storage space on your iPhone by keeping space saving versions on your iPhone and full size originals in iCloud. However, you cannot save photos to iCloud instead of having them on your iPhone at all.

Another option is to import all existing photos from your iPhone to a computer and then to delete the originals from your iPhone, freeing up space for new ones.

When using iCloud Photo Library, it is normal for deleting photos on any one device to also delete them on all others that are also using the service.

With the option to Optimise iPhone Storage enabled (Settings > iCloud > Photos), iCloud Photo Library automatically manages the size of your library on your iPhone.

Your original photos and videos are stored in iCloud, with space-saving versions kept on your device via optimisation that occurs automatically as and when you need space on your iPhone.

If you delete the photos from your iPhone, then they will also be deleted from iCloud. And vice versa.

iCloud Photo Library is designed as a syncing option rather than a cloud storage option. If you want a true cloud storage service where you can store your pics in the cloud and delete them on the phone, you would be better served by 3rd party storage services like Dropbox or the like. With those you can store pics on the cloud and delete them from the phone without losing the cloud versions.
