can I upload folders (of photos) from win 10 pc

Can I upload folders (of photos) to iCloud from win 10 pc?.

I've scanned a number of old photos recently. When I uploaded them to iCloud they appeared with today's date, when the photos were actually from 1978. I'd like to keep them organized by year. They're currently in folders by year on my PC.
