Purchased books don't download

i I bought a book on my iPhone, it downloaded and all is good. I open my iPad, try to add it to my collection and the blue circle appeared, the blue dot inside the circle appears, but it never downloads. What's the problem here? I use the iCloud for auto sharing among all my apple devices.
