Keychain Access Secure Notes Missing

I saved my keychain files before erasing and reinstalling Mac OS El Capitan. After the reinstall, I went to Keychain Access and tried to add my old keychains. It was unsuccessful. All of my secure notes are gone. This is extremely frustrating since there's a decade of secure notes that I have no way to find. Does anybody have a suggestion?
