iTunesThere isn't currently an iTunes Store in Morocco, so you won't be able to have an iTunes account and buy/download iTunes content - you can't use another country's store as you have to be physically in a country to use its store.
You could try leaving feedback to Apple about the lack of a store there : http://www.apple.com/feedback/
