Why does visual voicemail not show on wifi?

Hello Community. From time to time, the phone app in the lower left of my device will show a red dot. When I click on it I see the same red dot in the lower right for the Voicemail app. I noticed that if I switch off the wifi and use the carrier network, both red dots go away. Why does it do that?
