iPhone Upgrade Program from abroad?

Getting in touch with Apple via email or chat with a non-technical question cannot be done it seems. Or I'm just not looking in the right place at all.

Regardless, I'm currently living in Japan for the foreseeable future and am trying to find out that if I were to sign up for the Upgrade Program online would it be possible for them to send me the unlocked phone in the mail internationally?

I realize there are Apply stores in Japan, but I am living in a rural Prefecture with none in close proximity.

Can anyone help with this?

Much thanks,

ER

The Apple USA store only accepts orders paid from those with a USA issued method of payment, with a USA billing address and will only ship to a USA street address. That is even more restrictive for the upgrade program since you will also have to pass a credit check by Citizens Bank, who issues the zero interest loan. They will not give a zero interest consumer loan to someone not residing in the USA, with a USA billable address.
