iTunes email address ending in iCloud.com

I am trying to update my email address on my iTunes account from an old gmail.com email address. I have tried to change it to my iCloud.com email address. But I get a message saying, "you cannot use an email address ending in iCloud.com" Does anyone know why that would be?

Apple states that 'If your email address ends with @icloud.com, @me.com, or @mac.com, you might not be able to change your Apple ID.' - Change your Apple ID - Apple Support
