Q: Offline iCloud documents availability

I'm trying to understand how the offline capability of iCloud works.
I have a several pdf's & word docs that I would like to be available on my iPad offline, i'll be going to an area with no data coverage for a while.
At the moment I can drag & drop pdf's on my mac to the Preview folder in iCloud and when I open the folder on the iPad the documents icons are there, however when I click on the icon I have to wait for the file to download.
I'm not sure if this is because I haven't given the iPad enough time in the background to synchronise and download the files or is this normal? Will I have to open every single pdf on the iPad to make sure it is available offline, indeed will it remain available offline indefinitely so long as I have enough space on the iPad?

It depends on their size, larger documents will you require to specifically opt to download them, smaller documents will automatically download when you open them.
