I understand that you have taken some steps to try and fix the issue, including restoring the iPhone to factory settings and setting it up as a new device (meaning without putting a backup of your data on it). That is a great step to take when trying to isolate a software or a hardware issue, and I am happy to hear you've done it! Since the issue is still occurring after taking that step, it would indicate there is a potential hardware (or physical) problem with the iPhone. To help further identify exactly what that problem is and fix it, I recommend you bring the iPhone into an Apple Retail Store or Apple Authorized Service Provider for a physical inspection. Once it's been inspected, a Genius or Apple-certified technician can let you know what repair options are available.
