Q: new supervised iPad4 Air synchronization error with iTunes

I want to ask a question which I didn't find searching through the forum.
I (or better: a colleague of mine) get a synchronization error while trying to synchronize apps between iTunes and a new iPad4 Air. iTunes says that the computer ist not anymore activated für purchased apps on this iPad (the computer is authorized, though) (sorry, I am native german speaking, I have only the german error message "Das iPad konnte nicht synchronisiert werden, weil dieser Computer nicht mehr für gekaufte Artikel autorisiert ist, die sich auf diesem iPad befinden".)
How can I resolve this?
Notable informations:
- the new iPad is set up in "supervised mode" (it is a company-owned iPad), and I was told to not use the backup/restore function from iTunes, so it is connected to iTunes as a "new" iPad
- OS is Windows 8.1 Enterprise 64bit, iTunes is the most recent version.
- the new iPad is connected to my Apple-ID, as is my computer.
- I tried deauthorizing and reauthorizing the computer, problem still exists
- I tried deleting the folder "SC Info" in ProgramData (and rebooting), but the problem still exists ( support.apple.com/de-de/HT203160 ) .
- I tried reconfiguring usercontrolsettings to minimum, rebooting, and putting it back up, problem still exists ( support.apple.com/de-de/HT203160 ) .
- I do have admin rights on the computer
- the former iPad2 Air synchronized without problems
- I can install my apps through the AppStore on the iPad without problems
Did I miss any information?
