Apple Music_Family Share

Hi! In order to have an Apple Music Family Share Account I have to create an Family Share on iCloud? I don't like the part to be responsible for all purchases of the family members if they have their own Apple ID and if their are adults. Is a very delicate issue to share an account with access to make purchases with others credit card. Is there another way to share the apple music account without that kind of access? Help please!
