i have lost my IWatch and its out of power
is there any way to find it ?

I'm afraid not - only by looking for it.

not without 3rd party software but you can disable it from Apple Pay if you sign into icloud and remove it in the event it is in someone else's possession.
past that you may wish to contact apple using the link at the bottom of this page.
If Activation Lock was enabled on your watch, consider marking it as missing either via the Watch app on your iPhone or via iCloud.com.

If you had added cards to Apple Pay on your watch, you can also call your card issuer to advise them of the loss.
Also report the loss to your local law enforcement / police.
