S/Mime options not available when mail invoked from another app.

On iOS 9, S/Mime encryption and signing doesn't appear to be available when mail app is invoked from "open in" dialog in another app. Anyone else seen this behavior? It seems like a great way to force a security error.

Note: everything works just fine (IE, the certs are installed right) when sending a mail directly from the mail app.
